WP-Cache is old and not kept up to date anymore, whereas WP-Super-Cache is. Also, it incorporates all the caching benefits of WP-Cache, plus the "super cache" mode that really helps reduce load on your site. And yes, the Automatic Timezone plugin will indeed fix your problem with DST. I should know, I wrote it. :) Instead of WP-Cache2, I highly recommend using WP-Super-Cache instead.
